They did it! Now what?

Pirates have taken control of a Saudi-owned oil supertanker off east Africa, the U.S. Navy said
The Sirius Star is the first oil tanker to have been seized by pirates in the area. The huge vessel can hold up to two million barrels of crude oil.
on Monday.
Do they have some oil refinery off on some pirate island somewhere they can hide that thing? Some secret underground pirate cove where the satellites won't find it? Outfit it with all sorts of plundered firearms and create a super, floating pirate death ship?
The possibilities are endless, but none of them match up with my Big Book of Reality.
The best thing I can think of, is that this is a trial for a large criminal organization to see if they could pull it off. If they can make it efficient and successful, doing it enough times, they could impact oil prices. Impacting oil prices gives would give them limited political power.
It would take big balls to extort the various governments involved. Unless you've been backed by one already. There is no tough guy who can walk into gang territory and start blatantly stealing the schwag unless he's backed by some newcomer with something to prove.
I'd be looking at small nations with no oil, and no nukes. There are a couple that are outside the world's economy due to sanctions or self dependence still. Then match that with the geographic area to narrow it down more...
Oh wait. East Africa. Earth's ghetto. Organized crime syndicates have their own national borders out there.
